In response to the recent incidents of lift malfunctions causing harm and even fatalities in Delhi-NCR, Uttar Pradesh will be introducing a new legislation in their assembly today to ensure the safety of lift occupants. This Bill will make it mandatory for building authorities to equip elevators with rescue devices, emergency alarms, and CCTVs.
The move by the Yogi Adityanath government comes after a series of lift crashes, particularly in the high-rise buildings of Noida near Delhi. In September, nine construction workers lost their lives in a lift crash at Amrapali Dream Valley in Noida Extension. In December, a group of nine IT professionals were injured when the lift in their workplace, River Side Tower in Sector 125, plummeted from the eighth floor.
Following the December incident, Chief Minister Yogi Adityanath directed officials to ensure the safety and proper maintenance of lifts. He emphasized the importance of strict adherence to construction procedures, quality, safety features, installation, operation, and maintenance of lifts and escalators. The Chief Minister also noted the lack of a law to ensure compliance in this matter and called for a legislation to be enacted as soon as possible.
According to the Chief Minister, it should be mandatory for all building owners, public or private, to register their elevators. This includes lifts already installed in older buildings. He also stressed the need to follow building codes and guidelines for lift installations. Additionally, he called for the installation of an auto rescue device in all operative lifts to aid occupants in the event of a power outage or malfunction. Other safety measures recommended by Mr. Adityanath include emergency alarms, CCTV cameras, adequate lighting, and a communication system.
The Chief Minister also proposed insurance coverage for lift occupants in public premises and the provision for legal action against lift manufacturers in case of complaints regarding installation and operation.
